Florida RN Requirements and Training Programs

Nurses are an indispensable part of the healthcare system. In overburdened hospitals, nurses are executing those duties that were once the sole responsibility of licensed physicians. Time, higher educational requirements, and growing health care needs have given nurses greater autonomy and respect as administrators recognize their contributions to advancing care. The evolving nursing science and career stability make it an exciting time to become a nurse. Though the job can be physically exhausting, it offers emotional rewards that far outweigh any challenges you’ll face. If you’re drawn to the profession through a desire to care for others, each day on the job will be an opportunity to use your knowledge and training to save lives. Nurses share precious moments with patients and their families. They are the ones who introduce mothers to their new babies and are the first ones to console family members when a loved one passes away. On the practical side, the financial rewards are just the icing on the cake. According to the Florida Department of Economic Opportunity, registered nurses earn approximately $33.50 per hour. Nurses can pursue further education to specialize as a nurse practitioner or nurse anesthetist and earn as much as $94,500 annually.

Florida Nursing Programs

Education Requirements

The Associate Degree in Nursing program equips students with the knowledge, skills, and competencies to begin a career as a registered nurse. Graduates will have the competence, compassion, and cultural sensitivity to practice within the legal and ethical guidelines of the healthcare community. Through a series of classroom study, laboratory exercises, and clinical experiences in medical facilities, students meet all the educational requirements to take the state licensure exam to practice as a registered nurse. Schools in Florida, submit the student’s name directly to the Board of Nursing, who has the final say on the candidate’s suitability to take the exam.

Investigate the schools thoroughly to decide which one is right your goals and needs. Request information packets and application forms from your shortlist to compare the length of each program, cost, admission criteria, and other facts about the program. Submitting an application to several schools will increase your chance of acceptance. Make sure the school of choice is approved by the Florida Board of Nursing. Board approved schools have curriculums that meet the minimum requirements, as specified by law, to prepare for practice as a registered nurse. Schools accredited by the Accreditation Commission for Excellence in Nursing (ACEN) meet national standards of educational excellence – which is an achievement that employers expect.

Both two-year (ADN) and four-year (BSN) programs prepare students to become a registered nurse. It is important that you understand the type of practice each pathway provides before investing in your education. Both pathways offer diverse and exciting opportunities for graduates. However, if you choose the ADN route, you may have to commit to continuing your formal education at some point.

Eligibility Criteria

The minimum admission requirements for an ADN degree at most schools are:

  • A completed application for admission to the main college and the nursing department
  • High school transcript or GED equivalent
  • Official college transcript for qualifying courses
  • A minimum 2.5 GPA on previous college coursework
  • Level 2 Fingerprinting Background Check
  • 10-panel drug screening
  • Basic Life Support for Healthcare Providers
  • Success on the HESI Admission Assessment (A2) exam

Duration and Cost

Manageable tuition costs will help to increase the value of your educational investment. The tuition at Florida’s community colleges makes them some of the most affordable programs in the state. If you’re employed in the medical industry, tuition reimbursement and employer assistance will help to decrease the cost. Additionally, federal loans and financial aid are available if you qualify. Consult with a financial aid specialist at the school to determine your options. The basic cost of attendance of the two-year ADN program is an estimated $13,000, including CPR, clinical requirements, books and supplies, lab fees, tuition, graduation fee, fingerprinting, NCLEX registration, Board application fee, and the school’s admission test.

Licensure Requirements

The Florida Board of Nursing oversees the licensure, education, and monitoring of licensees to ensure they possess the fitness and competence to provide health care services to Florida residents. They also administer disciplinary actions and facilitate rehabilitation where necessary to nurses who fall below the minimum competency requirements. All applicants for a registered nursing license in Florida must complete an approved nursing education program, obtain criminal background clearance, and pass a national licensing exam.

Licensure by Examination

To apply for licensure as a Registered Nursing in Florida, you must submit:

  • Your application for licensure online. Use your legal name; it must match the name submitted on your application to register for the NCLEX.
  • The $110 application and licensing fee, payable to the Board of Nursing online using a credit or debit card.
  • Electronic fingerprints to the Florida Department of Law Enforcement (FDLE). You must use a Livescan service provider and ensure that the results are reported to the Board’s office.
  • A copy of the certificate indicating your completion of the Prevention of Medical Errors course.
  • Details of any no-contest/nolo contendre or guilty pleas to charges others than a minor traffic offense. List each offense on the application, including reckless driving, driving under the influence (DUI), and driving while license is suspended or revoked. Include court records, a written explanation of each offense, a letter of recommendation, and evidence of completing the probation/parole if you have a criminal history.
  • Evidence of completing a registered nursing education programs. Programs that meet the Board of Nursing’s requirements include:
  1. An approved or accredited nursing education program in Florida.
  2. A nursing education program recognized by the ACEN or CCNE and issued an NCLEX code by NCSBN.
  3. A nursing education program in another jurisdiction that has been issued an NCLEX code by the NCSBN.
  4. A military nursing education program that has an NCLEX code issued by the NCSBN.
  5. An international nursing education program from a non-NCSBN jurisdiction. The Board must determine the program to be equivalent to an approved program.
  • A request for special accommodations if you have a qualifying disability. Special accommodation requests could take up to 60 days to process.

Graduates of Foreign Nursing Education Programs

If you received your nursing education outside the United States or in a non-NCSBN jurisdiction, your education must be evaluated by an approved agency if you plan to take the NCLEX-RN. Approved agencies are the Educational Records Evaluation Service, Inc., International Education Research Foundation, Inc., Josef Silny & Associates, Inc., and the Commission on Graduates of Foreign Nursing Schools.

The agency must send an original copy of a Full Education Course by Course Report to the Board of Nursing.

The Board will need your social security number and evidence of English competency before issuing a license to practice.

The Board of Nursing will retain the application and fee for one year. The application will expire after such time, and you must submit a new application and fee to the licensing exam. If your address changes before the application is processed, notify the Board immediately.

NCLEX-RN Registration: Register to take the NCLEX-RN exam immediately after you submit an application to the Board. Submitting your application is easy using Pearson Vue’s online facility. Make sure the information you submit is accurate and matches the data on your ID. The data must match to gain entry into the testing center on your scheduled exam day. The registration fee for the NCLEX is $200. Upon passing the exam, the Board of Nursing will issue a license within 7 days. After failing the program three times, regardless of jurisdiction, the candidate must successfully complete an approved remedial program before the fourth attempt.

Licensure by Endorsement

Nurses with a registered nursing license from another state can apply to the Board of Nursing for a license to practice by way of endorsement. Submit the following to the Board’s office:

  • Your application for licensure online.
  • The $110 application and licensing fee, payable to the Board of Nursing online using a credit or debit card.
  • Electronic fingerprints to the Florida Department of Law Enforcement (FDLE). You must use a Livescan service provider and ensure that the results are reported to the Board’s office. If you’re residing outside Florida at the time of application, you may request a hard copy of the fingerprint cards, get fingerprints, and have the prints converted by a Livescan service provider.
  • Verification of your license from states where you obtained your initial and current active license. The agency should send verification of your license directly to the Board of Nursing.
  • A copy of the certificate indicating your completion of the Prevention of Medical Errors course.
  • Evidence of completing an approved nursing education program that meets the Board’s minimum education requirements.

The application will be processed within 14 days after submitting a completed application and required documents to the Board’s office. You can use the online status check to track your application’s progress.

Renewal Requirements

The renewal date for registered nurses in Florida depends on the Department’s grouping. Check with the Board to determine your grouping and expiration date. The renewal dates are updated yearly on the Board’s website. All RN licenses are renewed biennially on an appointed date in April or July.

Renew your license by submitting an application and the required fees for renewal and background screening.

Members of the Armed Forces of the United States on active duty may be exempt from the renewal requirements during active duty and for a period of six months after discharge. The service member must be in good standing with the Board and cannot practice in the private sector for profit until the license is renewed. A spouse of a member of the Armed Forces of the United States may also be exempt if active duty requires absence from the state.

Nurse volunteers caring for medically indigent Florida residents can apply for a waiver of the biennial renewal fee and 25 percent of the continuing education requirements. Note that the Board will not waive the continuing education requirements for HIV and AIDS, domestic violence, and medical errors.

Convenient online renewal is available if:

  • You’re not changing your license status
  • You’re completing the transaction using a debit or credit card
  • Your license status is not “Military, Active.”
  • You’re past the expiration date, but the status shows Clear/Active or Clear/Inactive. A delinquent fee applies.

Contact the Board’s office if your license was “Delinquent, Active” or “Delinquent, Inactive” before the renewal date.

Renew your registration by mail if:

  • You need to change your license status
  • You plan to pay with a cashier’s check or money order
  • Your license is in “Military, Active” status
  • You need to request a name change

The renewal process may take up to three weeks. If you maintain an inactive status for more than two consecutive biennial cycles, you may have to demonstrate your competency to resume practice when submitting a request to reactivate your license.

Maintain documentation of your in-service hours for four years for auditing purposes.

Continuing Education Requirements for Florida RNs

If you’re certified by an accredited health care specialty program, you may be exempt from the continuing education requirements listed below.

For your first biennium renewal, you’ll receive an exemption from the general CEU requirements. However, you must complete medical error (2 hours), Florida laws and rules (2 hours), and HIV/AIDS (1 hour) continuing education units to qualify for renewal. RNs licensed by endorsement are also exempt from the general education requirements during the current biennium.

All other RNs must complete 1 hour of continuing education per month or partial month remaining in the biennium – from the license issue date. The CEU must include medical error (2 hours), Florida laws and rules (2 hours), and HIV/AIDS (1 hour).

The CEU requirements may be completed online or by home study from Board approved providers.

Following are some other ways to meet the CEU requirements:

  • Present a CE class as a lecturer or an author
  • Serve as an expert witness
  • Serve on a Probable Cause Panel of the BON as a Board Member
  • Complete credit courses in Nursing at an accredited institution
  • Volunteer as a school nurse or with the health care provider program.

Florida Salary and Job Outlook

Securing a job in a hospital when you’re just starting out is not as simple as it was a decade ago. According to nurse recruiters, hospitals are more likely to hire nurses with a BSN degree – even with the current shortage of qualified nurses in Florida. Older nurses are choosing to hold on to their jobs when they hit the retirement age, which is reducing the opportunities for incoming nurses.

The hospitals that hire new graduates are recruiting them into internship and specialty programs. These opportunities are limited to those with a four-year degree. Experienced nurses, at one time, dominated the community medical setting. Positions in long-term care and home health care required autonomy and new graduates didn’t have the confidence and wherewithal to supervise other medical staff. Today registered nurse programs and increasing demands for nurses in these settings have led to a major shift hiring practices. Inexperienced nurses can expect to find jobs in community care settings as health care reforms minimize patients’ stay in hospitals.

Home health is another area that is recognizing explosive growth. New graduates will benefit from solid orientation and mentoring programs that will serve them well throughout their nursing career. Ambulatory surgery centers and general medical offices also provide excellent career and added training opportunities for entry-level nurses.

Your nursing career may not begin in the hospital. But if a bustling medical setting is your goal, nonhospital settings will give you the added preparation and experience to get there. Continuing education and certification will also help you to compete in the ever-changing world of patient care.

There were 163,950 registered nurses in Florida in 2014. The annual mean wage is $62,720 according to the Bureau of Labor Statistics.
