California RN Requirements and Training Programs

Registered Nursing is a dynamic career, requiring professionals to exhibit superior knowledge, sound judgment, critical thinking skills, and a genuine commitment to patient care. Registered nurses work in almost all healthcare settings, coordinating patient care, providing physical and emotional support to patients and their families, and educating patients about various health conditions. In some settings, RNs supervise licensed practical nurses, nursing assistants, and home health care workers. In clinics and community settings, they may conduct general health screenings, immunization, outreach programs, and blood drives, and alert the public about warning signs and symptoms of contagious diseases. Generally, RNs’ duties depend on where they work and the patients they work with. Some RNs work outside the traditional health care setting as researchers, nurse educators, medical writers, hospital administrators, and sales agents for pharmaceutical companies. Following completion of their Associate’s Degree in Nursing and registration as a Registered Nurse, many graduates spend their first year in a clinical setting, working in public or private hospitals. During this time, they will develop insight into a number of clinical specialties to identify the one that appeals to them most. The insight and experience are invaluable and will help nurses determine the direction of their career.

California Nursing Programs

Education Requirements

The Associate Degree in Nursing degree program provides a fast and affordable point of entry to become a registered nurse. Students with no prior nursing education or experience will complete the program requirements in just 24 months and satisfy the Board’s educational requirements to take the NCLEX-RN for state licensure. The program integrates classroom instruction and clinical experiences to prepare graduates for an entry-level position as a registered nurse.

The total credit hours to complete the ADN requirements depend on the institute. More than the total hours, it is important to investigate the transferability of credits if you plan to advance your career by enrolling in a BSN program later on. Employment prospects for BSN-prepared nurses are higher than for nurses with an ADN degree, so it is wise to consider advancing your education for a rewarding career. The curriculum will comprise of general education requirements, nursing fundamentals, and skills development in the areas of geriatrics, obstetrics, pediatrics, medical-surgical nursing, mental health, and leadership. Clinical practicums will reinforce concepts learned in the classroom for each segment of the course.

A growing consortium of California’s colleges and universities are offering online education or blended programs, making learning possible for working professionals. Blended courses combine face-to-face instruction in the classroom with online delivery of information to optimize students’ time and learning experiences.

A typical curriculum includes human anatomy, microbiology, human physiology, college algebra, success strategies for nurses, foundational concepts of nursing, introduction to psychology, written communication, pharmacology, developmental psychology, interpersonal communication, intermediate health care concepts, holistic health concepts, concepts of aging, introduction to sociology, and complex health concepts.

Licensed Practical Nurses may use the 30-unit option to complete the educational requirements for taking the NCLEX-RN. Candidates pursuing this option will not receive an A.S. Degree and may not be able to practice as a registered nurse in other states.

Eligibility Criteria

The process for admission into an ADN program in California depends on the school. At the very minimum, the applicant must be a high school graduate or have the GED equivalent. College preparatory courses and a passing score on the Test of Essential Academic Skills (TEAS) exam may be other requirements for enrollment.

General requirements:

  • A completed application for admission.
  • Prerequisite courses in algebra, human anatomy, general psychology, general chemistry, writing and composition, microbiology, and sociology.
  • Current CPR certification for Healthcare Providers.
  • Official transcripts for college courses with a cumulative GPA of 2.0 or above.
  • An acceptable criminal background check.
  • A negative drug screen.
  • A personal interview and passing score on the admission exam.

Duration and Cost

ADN programs are more affordable than BSN degree programs. However, two years of college will take a chunk out of your finances, even with financial aid. On average, the cost of completing an ADN program in California is $31,000 for resident students plus expenses for textbooks, lab supplies, program fees, including the application fee and upfront fees for completing the CBC and drug screen requirements, insurance, parking, uniform, and clinical supplies. Check the list below to ensure that the program you choose has the full approval of the Board of Nursing and accredited by a national accrediting agency to get more mileage from your education. More than 90 percent of students qualify for some sort of financial aid, which will decrease the out-of-pocket costs of earning your degree.

California RN Licensure Requirements

California State requires nurse graduates to obtain a license or interim permit before practicing as a registered nurse. New candidates for licensure can obtain licensure by examination (for first-time RNs) or by endorsement (for RNs registered in another state).

All misdemeanor and felony convictions, including driving under the influence, must be reported – even if the convictions have been adjudicated, expunged, or dismissed. Failure to report prior convictions may be grounds for denial of licensure or revocation of an issued license. All candidates for licensure must submit to a criminal history check. Fingerprints may be submitted using a livescan service (for faster processing) or fingerprint cards (hard cards available at the Board of Nursing).

Licensure By Examination

All applicants for the licensure exam must be graduates of an educational program that meets California’s requirements. Submit a completed application to the Registered Board of Nursing with the following documents.

  • A completed application for Licensure by Examination. The application is also available online. Include your social security number on the application.
  • The appropriate application fee. The total application fee for licensure using the Livescan process is $150 – add an additional $50 if requesting an interim permit. Applicants requiring a fingerprint card must pay a total fee of $199.00 to the Board of Nursing – add an additional $50 if requesting an interim permit. All fees, payable to the Board of Registered Nursing, are non-refundable.
  • Completed fingerprints using the Livescan process or fingerprint hard cards available from the Board of Nursing. Livescan or fingerprint fees are payable at the fingerprinting services site.
  • A recent passport type photograph sized 2” x ”
  • Official transcripts forwarded directly from the nursing school to the Board of Nursing.
  • Documents or letters explaining any “yes” responses to the criminal convictions disciplinary action questions.
  • A Request for Accommodation of Disabilities if applicable.

International Graduates:

Graduates of nursing programs from another country must:

  • Request a breakdown of the educational program and official transcripts from the school of nursing.
  • Submit a copy of their license that allows them to practice in the country where they were educated.
  • Translate all non-English documents through a certified translator.

Guidelines for the Interim Permit

An interim permit is an option for nursing graduates who plan to work while awaiting the results of the NCLEX. The Board will not issue a permit until the student nurse has completed all the nursing application’s requirements and found eligible for the exam. Fingerprinting and processing of the fingerprints must also be completed before the Board grants the permit. All permits are valid for six months only and are not renewable. Permit holders may only practice under the direct supervision of a registered nurse. The permit will expire immediately if the applicant fails the exam.

The processing time for the application is approximately 10 to 12 weeks. The processing times for interim permit requests is approximately 4 to 6 weeks. Processing times vary based on individual circumstances; you can view up-to-date timeframes on the Board’s website.

NCLEX-RN Registration: All applicants, who have never been licensed as a registered nurse in California or another state, must take the national licensing exam. Nurses licensed in Canada might be exempt from the exam only if they completed an acceptable 5-part Canadian exam. The Computerized Adaptive Test (CAT) is designed to evaluate nurses’ knowledge, skills, and competencies for providing safe and effective care. The exam is available year-round, giving candidates the option to schedule an appropriate time and location for testing. The Board of Nursing determines candidate’s eligibility to take the exam; detailed instructions for scheduling and taking the exam will be provided after the Board approves the candidate. When registering for the NCLEX-RN, candidates must ensure the name matches the photo identification that will be supplied at the testing center. The names on the registration and Board application should also match to prevent delays. Registration for the exam is available Pearson Vue online.

Licensure By Endorsement

Registered nurses, licensed to practice in another state, may submit an application for Licensure by Endorsement to work in California. All applicants for endorsement must hold a current and active license in another state or Canada. The Board of Nursing will verify that the applicant has completed a nursing education program that meets California’s requirements and passed the national licensure exam or an acceptable 5-part exam in Canada.

Submit the following to the Board’s office:

  • A completed application for Licensure by Endorsement. Include your social security number on the application.
  • The appropriate application fee. The total application fee for licensure using the Livescan process is $150 – add an additional $50 if requesting an interim permit. Applicants requiring a fingerprint card must pay a total fee of $199.00 to the Board of Nursing – add an additional $50 if requesting an interim permit.   • Official transcripts forwarded directly from the nursing school to the Board of Nursing.
  • Documents or letters explaining any “yes” responses to the criminal convictions disciplinary action questions.
  • A completed verification of licensure form or the paperless verification online at Nursys if your Board of Nursing participates. International graduates must submit license verification from the state where the examination was taken.

The Board may issue a temporary license, upon request, to allow the applicant to work while the Board processes the license request. The temporary permit will not be issued until the Board receives results of the background check. The license will expire within 6 months of issue.

Renewal Requirements

After initial licensure, your RN license will cover two birthdays and will expire the last day of the month following your birth date. Thereafter, the license will expire every two years – with timely renewal.

The Board of Nursing will mail a renewal notice three months prior to your license expiration date. You can renew online or download the paper renewal application from the Board’s website and mail the completed application. It is vital that you inform the Board of any changes in your address to receive renewal reminders and other notices. The renewal fee is $140 payable by check or money order or credit card if using the online system.

Under the Business and Professions Code, California’s RNs may continue working past the expiration date, while the renewal is in progress, providing that they submit the application and renewal fee on time.

Renewal candidates, not previously fingerprinted by the Board, must furnish a full set of fingerprints to the DOJ for a criminal history record check. The requirement is waived for licensees in an inactive status and those serving in the military outside the United States. All other applicants must disclose any convictions or disciplinary actions by a government agency to the Board.

Continuing Education Requirements for California RNs

The Board requires RNs to complete 30 hours of continuing education for license renewal. Only courses taken through an approved provider will be accepted. The continuing education requirements will take effect after the first two years following your initial licensure. In other words, you can renew on your first cycle without meeting the continuing education requirements.

California Salary and Job Outlook

The U.S. Department of Labor projects that employment of registered nurses will increase by 19 percent from 2012 to 2022, creating 526,800 new jobs in the industry. The projected demands are a result of the expanding baby boomer population and technological advances that improve life expectancy. The faster than average growth will include opportunities in traditional hospital settings, long-term care facilities, home health care, and physicians’ offices.

The associate’s degree is the most common initial preparation for entry into the profession. However, as nursing organizations push for higher degrees, it will become increasingly difficult for ADN-prepared nurses to secure jobs in private and public hospitals as the number of BSN graduates increase. Hospital administrators are taking heed of the American Association of Colleges of Nursing (AACN) fact sheet, which shows the correlation between higher degrees and lower mortality rates, medical errors, and positive outcomes.

To improve your career prospects and advancement opportunities, you should, therefore, use the associate’s degree as a first step to a career in nursing. Going back to school will provide greater insight, advanced understanding of clinical practice, and improve your critical thinking skills. It will also hone your leadership skills and prepare you to take on bigger and better roles.

The annual mean wage for California nurses in 2014 was $66,220 according to the Bureau of Labor Statistics.
